Here's a 16" block :o)

** Preparing the Pieces and Sewing the Block **

First mark and cut the Color 2  4-1/2" x 18" strip into four 4-1/2" squares...

Then mark and cut the Color 1  4-7/8" x 9-3/4" strip into two 4-7/8" squares. Stack and cut each of these again on the diagonal...
Mark and cut the Color 2  2-1/2" x 20" strip into eight 2-1/2" squares...

Next mark and cut the Color 1  2-1/2" x 20" strip into eight 2-1/2" squares...

Now mark and cut the Color 2  2-1/2" x 36" strip into eight 2-1/2" x 4-1/2" rectangles...

Cut the Color 1  2-1/2" x 18" strip into four 2-1/2" x 4-1/2" rectangles...

Then cut the Color 2  2-7/8" x 11-1/2" strip into four 2-7/8" squares. Stack and cut each of these again on the diagonal...

Sew one of the Color 2 half square triangles right sides together to the top of a Color 1 small square, and another to the left side. Press seam allowances towards the triangles. Make four of these...

Sew each of the previous units to a Color 1 half square triangle, making four of this unit...

Now place a Color 2 small square atop the left end of a Color 1 rectangle, right sides together. Mark the diagonal on the back of the small square and then sew ON this marked diagonal. Cut off excess seam allowance, pressing the remainder towards the rectangle. Repeat this with another Color 1 small square on the other end. Make four of these...on to Page 2!
