The third petal should just slightly overlap the first, the leaf, and the second petal. Pin and applique...

Then add the fourth petal...it's rough point should slightly overlap the first and third petal. Pin, and applique...

Using 3 strands of  yellow embroidery floss, make French knots in the center of the flower, about 6 to 8 of them, or more if you like! ...and that's it! One dogwood! ....stay tuned for more applique flower blocks at a later time!
